What is Health Surveillance?

Health surveillance is systematically watching out for early signs of work-related ill health in employees exposed to certain health risks so preventative actions can be taken to ensure the health of employees is maintained. It means putting in place certain procedures to achieve this. These procedures include:

  • Simple methods, such as reviewing questionnaires, looking for skin damage;
  • Discrete technical checks on employees, such as hearing tests or lung-function tests
  • More involved medical examinations such as medicals.

Much, if not all, health surveillance is governed by statute and/or HSE guidelines.  However the frequency and types of surveillance should be entirely governed by exposures to health hazards.  So if your employees are not exposed then they do not need any monitoring.

Hand Arm Vibration Syndrome (HAVS) is often referred to as white finger; it can affect anybody regularly using vibrating tools.

The Control of Vibration at Work Regulations 2005 was introduced with the aim to protect workers against risks to health from the over use of hand-held power tools (i.e. grinders, hammer drills, polishers, sanders, breakers, etc…), hand-guided machinery (such as lawnmowers and plate compactors) and hand-fed machinery (such as pedestal grinders). The majority of the regulations are centred on how employer should protect their employees but part of the regulation calls for suitable health surveillance from qualified professionals.
